The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational Context We are experiencing an increased number of disasters globally and a shift in the type of disasters that we are responding to. There are more protracted crises; in Syria, the migration in Europe and in the Americas, the Rakhine crisis, and including silent and forgotten disasters. Of equal concern, are smaller and medium sized disasters that constitute most of the events globally. Patterns of climate change are contributing to increased vulnerability and risk, not only in times of disaster but in relation to already existing issues including health and nutrition, food security, access to safe water and water-borne diseases, protection, gender and inclusion, among others. With the increased number of disasters, additional funding is required to meet the increased needs. Additional dedicated resources are necessary to not only raise awareness and funding for emergency operations but also to strengthen the fundraising capacity of national societies during emergencies and their collective accountability and donor stewardship. Direct support provided to the country/CCST IFRC team and to the National Society will ensure that we maximize RM efforts
As part of the Partnership and Resource Development team, the Senior Officer, PRD & Pledge management – COVID-19 is responsible for leading, coordinating and strengthening relationships with donors and partners, in close cooperation with relationship managers in PRD, in support of COVID-19 Red Cross Red Crescent response. This includes a consistent effort to build trust with partners and generate resources.
Job Duties and Responsibilities
Partnership and Resource Development for Emergencies
- Implement and further develop a COVID-19 global emergency appeal strategy for the IFRC and its members.
- Provide advice and guidance in the global co-ordination of resource development for COVID-19 global emergency appeal, including generating and sharing relevant information with which to communicate to key partners.
- Be the focal point for the Disaster Services Department and Regional offices to generate the information required for effective resource development for emergencies.
- Lead the process income generating teams in developing pro-active outreach to partners and donor groups, and co-ordinating with communications to ensure adequate communication and marketing materials are available and shared.
- Represent IFRC in the Inter Agency Standing Committee Task Team on Humanitarian Financing, inform senior management of key developments and advise on positioning of IFRC, in collaboration with the PSK Department on all matters pertaining to COVID -19 emergency funding.
- Disseminate guidelines and other documents to support regional offices in obtaining partnership agreements and emergency funding from regional partners (AU, ASEAN, IGAD, ACP, etc.), including IFRC engagement in regional pledging conferences, etc.
- Conduct research, analyse data and trends on global humanitarian financing related to COVID-19 funding; track and analyse COVID-19 emergency appeal coverage, lead/ coordinate actions to be taken at global and regional levels to increase coverage, and provide regular updates, analysis and recommendations to senior management on actions needed to increase coverage.
- In collaboration with the Disaster Services Department, revise COVID-19 emergency appeal procedures, explore new mechanisms and instruments for increasing emergency income.
- Maintain and manage a PRD surge capacity roster and recruitment of short-term PRD support in response to COVID-19 emergency.
National Society emergency appeal co-ordination and marketing
- Design emergency marketing campaigns, ensuring National Societies have access to appropriate marketing materials that can be adapted for local contexts.
- Co-ordinate the monitoring of IFRC National Society fundraising appeals for COVID-19, seeking ways to support National Societies to develop their domestic fundraising for COVID-19 emergency.
- Develop an emergency fundraising surge capacity roster for COVID-19 including training and development opportunities for National Society fundraisers globally.
- Monitor success in COVID-19 emergency fundraising appeal with a view to identify new opportunities, using lessons learned to bring innovation and best practices and share across National Society fundraising functions.
- Together with PRD members globally, share best practice and seek opportunities related to COVID-19 to raise Members’ capacity in emergency fundraising and marketing.
PRD Tools and Systems
- Ensure effective use of CRM to manage emergency appeal and campaigns, contact lists, funding plans, etc. as the tool for analysis, tracking and forecasting of partner opportunities and commitments.
- Monitor the effective stewardship of National Society and Government partner funds relating to COVID-19 emergency appeal received in line with partner expectations related to implementation, results-based reporting and visibility.
- Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
- Participate and/ or lead where relevant, in partner evaluations, assessments, reviews and/ or audits to ensure IFRC systems and operations are accurately represented and partner requirements are successfully met.
Bachelor’s degree in Business Administration, Internal Development or other relevant field.
Master’s degree in Business Administration, International Development or other relevant fields.
Minimum of 5-7 years of experience in humanitarian partnership and resource development functions for an international organisation in emergency fundraising.
Extensive experience in National Society or INGO domestic private sector fundraising and marketing for emergencies at a management or leadership level.
Experience in development of Partnership and Resource Development strategies for emergency appeals, market research and market analysis, benchmarking, risk assessment.
Experience in research of partner trends, humanitarian financing data, global debates and partner positions in humanitarian aid.
Experience identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management.
Experience in working with partners across multiple functions including private and public sector.
Extensive experience of grant and proposal writing for emergency funding applications.
Experience and knowledge of working in multi-disciplinary fundraising functions e.g. direct marketing, digital, corporate partnerships, multi-laterals and with Government partners, for example.
